He emphasized the need to further enhance the sense of responsibility, mission, and urgency. His tour included visits to three key facilities: the Hubei Huazhong Cell Preparation Center and Medical Testing Center, Hubei Mobile's Guanggunan Smart Computing Center, and Hubei ORG Packaging Co., Ltd. At each location, he met with business leaders and project managers to discuss operations, innovation initiatives, and resource needs.

In his remarks, Zhou stressed the importance of maintaining momentum while enhancing service capabilities. He called for better integration of industrial, supply, and innovation chains to strengthen the region's business ecosystem. Zhou also emphasized the need for townships to develop specialized industries based on their local advantages, noting that this approach would contribute significantly to county-level economic growth. These efforts, he stated, would help ensure the achievement of both mid-year targets and annual development goals.

As the second quarter nears its end, Zhou emphasized the urgency of maintaining development momentum. He called for enhanced monitoring of economic operations, particularly focusing on key projects, leading industries, and major enterprises. Zhou stressed that leadership must provide hands-on supervision to improve the quality, speed, and efficiency of both construction projects and enterprise production. The immediate priority is to accelerate investment and increase tangible output, and meeting mid-year targets will establish the groundwork necessary for achieving annual goals.

Zhou stated that projects are the cornerstone of economic development, reiterating that projects must be "the first, second, and third priority". He emphasized the city's commitment to pursuing major developments that support high-quality growth, aligning with the city's "5+4" modern industrial system framework. Zhou likened investment promotion to a "source of living water", advocating for a comprehensive approach that encompasses recruitment, implementation, service provision, and business cultivation. Zhou outlined a systematic project development strategy that creates a pipeline of initiatives at various stages - from initial planning and investor attraction to project approval, groundbreaking, construction, and completion. This approach, he explained, would provide continuous momentum for industrial development and economic growth. Addressing institutional reform, Zhou called for streamlined operations in both the high-tech zone and city-district integration. He emphasized the importance of building a strong team and maintaining high standards in all operations. Zhou concluded that efficiency and tangible results must be achieved and a rapid pace of development must be maintained, highlighting the zone's potential to contribute to regional excellence through these initiatives.

Municipal leaders Le Jianshun, Li Li, and Zheng Liming participated in the visit.
