On September 27, 2019, the 9th Members’ Representative Convention of China Packaging Federation and the 1st Council of the 9th China Packaging Federation were held in Shanghai. Xu Bin, President of the 8th Council of China Packaging Federation, Li Hua, executive president, Wang Yuezhong, executive vice president and secretary general, Wang Li, Wang Hongke, Fang Nengbin, Yan Yinfeng and other vice presidents attended the meeting. Gao Jiaming, deputy secretary of the Party Committee of China Federation of Industrial Economics, the discipline inspection commission, attended the meeting and delivered a speech. More than 300 representatives from all parts of China Packaging Federation attended the meeting. Wang Li, vice president of the federation, presided over the meeting.

The meeting voted to pass the work report of the Eighth Council of China Packaging Federation made by President Xu Bin, the financial report made by executive vice president Wang Yuezhong, and the proposals modified, such as the proposal of establishing the honorary position of the Ninth Council of China Packaging Federation in the articles of China Packaging Federation, the proposal of establishing the supervisory board of China Packaging Federation, and the membership fee adjustment proposal of China Packaging Federation.

The meeting kicked off in the magnificent national Anthem of the people's Republic of China. Gao Jiaming, deputy secretary of the Party Committee of China Federation of Industrial Economics, delivered a speech at the conference. He mentioned that, he hoped that in the future work, China Packaging Federation would continue to improve its political position, strengthen the party building of the federation, focus on transformation and upgrading, achieve high-quality development, and put the construction of green packaging in an important position.

President Xu Bin made a work report entitled With mental states of being the first and being the first-class, to build China Packaging Federation into a first-class industry association.

President Xu Bin stressed that since the establishment of the Eighth Council, China Packaging Federation has been closely focusing on the decisions and arrangements of the Party Central Committee, taking supply side structural reform as the main line and high-quality development as the direction, actively implementing the five development concepts of "innovation, coordination, green, opening and sharing", deepening the implementation of the new industrial positioning of "science and technology, green and brand", building the five service platforms such as the "network information service platform" and the "science and technology innovation service platform", and unswervingly promoting the high-quality development of the industry.

In terms of party construction, China Packaging Federation actively cooperated with the inspection and supervision of the inspection team of SASAC and completed the inspection work; successfully completed the special education of "The Three Guidelines for Ethical Behavior and the Three Basic Rules of Conduct" and the theme education of "Studies on the Theoretical and Practical Issues of Party Building"; newly formulated the implementation measures for the implementation of "Three-Importances & One-Large" system and other provisions, so as to make the party construction work into a standardized track.

He said that after the establishment of the Eighth Council, the focus of the work of the Federation was determined to be "Service, Service and Service". One is to give advice to the government, and the other is to build a platform to contribute to the development of the industry.

Since the establishment of the Eighth Council, the China Packaging Federation has basically achieved its objectives and completed the historical mission entrusted by the Eighth National Congress.

When talking about the prospect of the future work, Xu Bin hoped that Comrade Li Hua, the candidate of the new president of the federation, would continue to do a good job in the "decoupling" work, and earnestly do a good job in the green development and excessive packaging management.

At the meeting, 153 directors and 3 supervisors of the 9th Council of China Packaging Federation were elected.

21 science and technology awards for packaging industry in 2019 were awarded, including 3 first prizes, 5 second prizes and 13 third prizes. Ms. Guan Yuxiang, founder of ORG Technology Co., Ltd., won the "Outstanding Contribution Award of China's Packaging Industry".

In the afternoon, 51 executive directors were elected at the first council of the 9th Council of China Packaging Federation. At the same time, Li Hua was elected president of China Packaging Federation, 24 people including Wang Yuezhong and Wang Li were elected vice president of the Federation, and Wang Yuezhong was elected secretary general. Comrade Li Hua, the new president, made an important speech.

President Li said that China's packaging industry is in the stage of moving from a big packaging country to a powerful packaging country. How to eliminate the inferior and avoid the bad money to drive out the good money should be the basis for judging the current situation and clearing the direction.

He pointed out that China's packaging industry has made great achievements, but there are still many problems: first, the concentration of internal industries in the packaging industry still needs to be improved. Second, there is still a considerable gap between the level of science and technology in the industry and other developed countries. Third, environmental protection pressure in some areas of packaging industry is still huge.

When it comes to the thinking of future work, President Li Hua proposed to achieve "Four Aspects and Four Changes": first, in the face of the situation of industry association decoupling reform, the management system needs to be changed. Second, in the face of the urgent needs of industry transformation and upgrading, it is necessary to change the service mode. Third, in the face of the new situation of internal and external economic environment changes, we need to change the service content. Fourth, in the face of the new situation of comprehensively strengthening the party building, we should comprehensively realize the transformation of work style.

Finally, Li Hua pointed out that packaging industry is a very large industry and plays an extremely important role in the national economy. He advocated that all directors of China Packaging Federation, local packaging associations and professional committees give full play to their roles and work together to do a good job in China's packaging industry.

The meeting ended slowly with the national anthem. On the eve of the seventieth birthday of the motherland, the 9th Member Congress of China Packaging Federation and the First Council of the Ninth Congress were held successfully, which injected new vitality into the development of packaging industry, once again sounded the clarion call of building a powerful packaging country, and will certainly create a new situation for China packaging industry and China Packaging Federation.

At this meeting, Zhou Yunjie, chairman of ORG Technology Co., Ltd., was elected the vice chairman of the 9th Council of China Packaging Federation.
